Underneath the red is steel, no primer or anything that I can detect. In order to get this red paint onto all the stuff I'm seeing it on with any kind of complete coverage they (the fire department) would have had to do a lot of disassembly. It sure looks to me like it was done at the factory or at least a pretty serious "depot maintenance" facility. There's even red paint on the front and rear axles.
