I don't know about the half ton drums, that does sound like an option but lots of work and seems you would want to install the larger pumpkin and axles in the half ton housing
why not just have the ear on the drum turned down so your inner dual can clear it or go disc brakes and there may be plenty of clearance
below is a pic of a halfton axle and drum, I can't tell if it is smaller in diameter as the one ton, maybe somehere knows
I do know that the half ton 7.50x16 duals bolt up to the one ton hub and don't hit the drum
