I had a nice piece of 7/16th plate that I'd scrounged out of a dumpster. Went to make something out of it and it destroyed drill bits and a band saw blade. I only needed a little piece so I ended up cutting a chunk off with a torch and then heating that red-hot and letting it cool slowly. It drilled just fine after that. If I needed to do a bigger piece I'd just put it in the wood stove or build a fire to heat it and anneal it. You could just heat the spots you need to drill red-hot with a torch and let it cool slowly and that might anneal it enough.
