I had heard of this technique. Not sure what a racket hoist is, or do you mean ratchet hoist? I'll google it.
The truck hasn't been started since the mid 90's, I'm pretty sure. The PO had a friend do work on the brakes, but wasn't able to fully fix them. According to him the drums needed turning, but they had already had the maximum turned in the past. The PO drove up the road from his house and realized the brakes barely worked. At that point he backed it carefully down the road and down his driveway where it has sat ever since... That being explained, not sure how long exactly the motor has been stuck. It's been nearly 20 years in the making!
