Four wires, one +, one-, one is hot only when you push the brake pedal (connected to the brake light switch, and the last is the blue output wire going back to the brake magnets.

See if you connected the brake light switch wire to the wire that is common (hot all the time) instead of the wire that only comes on when the brake light switch is activated by pressing the pedal.

To test the output, use a test light (not a LED type) and connect the probe to the blue wire and don't forget to ground the test light to a good ground. When you activate the brake activator by hand (parked with ignition on) you should see the bulb light up. The bulb should be bright when the controller is on full, and porportionately go dim as you slowly turn off the hand activation device.
