My mention of having to verify the # in California applies to out of state, or 'resurrections' that have been unlicensed for so long there is no record. Which seems to include about 9 out of 12 vehicles that I purchase.

If the inspector at DMV doesn't like what they find they may send you to the Highway Patrol, where an officer will apply a sticker with an 'assigned vin number'.

Plus in CA, there are private parties that came come out. One frinstance is that Ford Model As have the number on the top of the frame, beneath the body. Only visible when disassembled.

So, before I drive a rebuilt truck to the DMV, I make sure the frame # is legible, and pop rivet the door jamb tag on. They like pop rivets instead of screws. Then I point them in the right direction, and do not allow them to use the engine number.
