The bulletin states "Engines produced prior to July 2002 are not affected by this new specification. The PF7777 will continue to be applied to 2000 through June 2002 models. The PF7777 meets the performance requirements established by Cummins for these
earlier engines."
I suspect because their injectors had larger injection orifices, where the 3rd gen's had the finer/smaller orifices. As long as the filter fit I don't know why you could not use the 3rd gen filter.
