Valve Train Advice Needed

When I started to adjust the valves on my FFPW, I found two valves(an intake and exhaust on different cylinders) that look like they have lost half of their split valve keepers. I found one half of a keeper, but not the other.

The lash can't be set as the spring is hanging part way down. Other than that the engine runs fine, the valves are opening and closing and the engine has 120-125 psi on each cylinder during a compression check.

I can see that someone has been mucking around with the valves as the large oil return holes were blocked with paper which the previous mechanic neglected to remove. I suspect this was to keep the keepers from falling into the oil pan.

Has anyone had experience with the keepers coming out or any idea what the mechanic may have been up to? What damage might have been done? Should I hold the valves in place with air and replace the missing keepers. Or, is it necessary to pull the head to see what the complete problem is?

Any advice would be appreciated.
