O.T. Diesel fuel problem

Non-Dodge, non-gas, but thought I'd run it past you guys. The Mine Tour let their diesel trolley run out of fuel. I put about 20 gallons in the tank and can't get it to start. According to the wiring diagram there's an electric fuel pump mounted external to the fuel tank, but when I crawl under and look there's nothing but hoses running straight into the tank, and no electric wire going along with them, so I'm thinking it has no fuel pump. When I remove the inlet line from the fuel filter and turn the power on, nothing comes out. I've tried sucking on the line and dumping diesel down it to try to prime any pump that might be hidden there somewhere, but nothing happens. The fuel filter was nearly dry when I took it off, which confirms it ran out of fuel, plus a stick shows less than an inch in the tank. I've tried cracking the injector lines and cranking it just in case the injector pump would have enough suction to pull fuel out of the tank, but no luck. This is a Cat 3208, naturally aspirated V8. The fuel solenoid has power and clicks like it should.

Does it sound possible that there would be a diesel without an electric fuel pump? If so, how does one prime the system? It sure seems to me like it's air-locked. This is not the stock engine for the bus, so perhaps they did something when they put this engine in. Is it possible that running it dry has ruined the (hidden/invisible) fuel pump?
