It appears to have a civilian cab grafted to military 1/2 ton truck. It was probably a WC-4, open cab originally. The date, Jan. 14, 1941 would be the Army's acceptance or delivery date.
Definitely not the first truck as the WC-1's were being produced in late 1940. My WC-1 was produced on Jan 16, 1941, with last 4 of the ser. # being -3503.
