I think it would be of interest for you to name a company that DOES do everything right so others can use them. I was thinking of using PC and tried to work with the biggest/most well known pc around here and they blew me off with questions.

Interesting you say sand blast as they told me that's a no no with silica. Only aluminum oxide according to them or it'll fail. Here's a quote from their FAQ section:

Can I strip my own parts?
Yes you can as long as you do not sand blast them with silica sand or use a non-water soluable oil as a rust preventive after blasting. do not use any oils that contain silicone such as wd-40. using any of the above will cause fish eyes or outgassing defects in the powder as the powder is going through the curing process.

I wanted to smooth my frame and asked if the grinding and sanding would impregnate problems in the steel. They wouldn't answer after several times of asking. I've learned any place that blows you off BEFORE they have your money will be a headache once they have it, so I passed on the whole thing.

As far as cost, quality paint is more expensive than pc from what I see here.

Bottom line, If I paint, I KNOW what the prep was and it was done by manufactures spec. In this day and age you can't depend on ANYONE else to that whether it's paint or PC. That is why I decided to keep it "in house" to eliminate that variable.
