I'm a little confused....By 'tap' are you actually referring to an 'easy - out', or extractor? If so, be careful. As with taps, they are extremely brittle, and if broken off, it's a whole 'nother game...d--n near impossible to drill out.
I've had limited success with the spiral variety. In my opinion they tend to spread the bolt, making it even tighter. I've had better results with the fluted type that you tap in.
As to "how much torque", unfortunately it's a 'feel' that much be learned...sometimes the hard way.
