It's always going to be easier for the seller of an untitled vehicle to get a title for it than for the buyer to get one, because there's one less link in the chain to trace backwards to whoever really legally owned it once. Therefore, anybody who wants to sell anything better than a parts truck will be money ahead by going to the trouble of getting a clean title before he puts the truck up for sale. None of this BS about "After you buy it I'll go and get the title from the guy I got it from. I'm pretty sure he has it", either.
Like the song says,
