Sort of like "the receiver is the gun". What happens when you transplant a different body with its vin tag onto the frame? Army trucks are easy -- the serial number is on a data plate that's held on with screws.

In the real world, though, people do buy and sell old titles with the expectation that they can use the title from a junked truck to register an untitled truck of similar make, model and year. It must work most of the time, maybe because nobody has much incentive to look very closely or do anything fraudulent. Some states make it way harder than others, too. The trouble is we have laws designed to protect against chop shops stealing high-value late-model cars, but the rules make it tough on people trying to resurrect old trucks that nobody would think of stealing.
