It does not matter how much you shift gears in the transmission, the Power-Wagon PTO is always turning 61% of engine speed when rotating in the same direction of the engine (47% when rotating in the opposite direction).

1000 RPM times 61% equals 610 RPM
1000 RPM divided by 610 RPM equals 1.63
Ratio of engine RPM to PTO RPM equals 1.63:1

The only transmission gear in an early Power Wagon that comes close to this ratio is 3rd gear at 1.69:1 ratio.

This means in order to work, you would always have to be starting out in 3rd gear, and always leave the truck in 3rd gear while driving, and never use reverse or low range.
