It's quite likely. Hydraulics can behave very badly when supply and return are out of balance.
I chased a nasty problem on a JD Tractor for 2 years, which turned out to be a hard line that a previous owner had repaired (?) the weld obstructed about half the flow. Would never have know it from the exterior.
