Any idea what year they made the change? I have a bunch of flatheads and all have the extra nipple for the heater bypass. If the kind he's got is rare, I don't know why he couldn't get one of the "common" kind and plug the heater hole, maybe even cut it off flush and braze a patch over it if he wanted to be fancy.
