Something sounds wrong with it Allen. My 2005 was a DRW & I put 19.5's on it that weigh a ton more than your 17's & it got 16mpg on average city/hwy. I thought mine was 3.73 but with the 34" 19.5's, that probably comes very close to your 3.54's.
It should get better as you get miles on it but 12mpg seems way low.
