Fine to fine would be tough. Most studs are coarse on the "cast iron" end and fine on the "steel" end. A step like that is asking for a lot. I'm not much of a machinist, but I would get some 3/4" grade 2 UNF bolts, chuck them in the lathe by the head, turn the needed part down to whatever the OD of a 5/8 UNF bolt is, cut that end to the right length, clamp them in the vise (by the head), thread them with a die (cutting fine threads on a lathe never turns out well for me, but that's another option) and then cut the heads off to give the right length of the 3/4" part. I would not try to machine or thread grade 5 or 8 steel. Maybe you have a buddy with a machine shop that isn't too fancy that could do this little job for you? It's going to be mighty tough to find as a catalog item anywhere.
