I've had good luck with 383's & Polys both.
I've never found the results Ron found with the 4 barrel carb/intake. Every truck I've converted to 4 barrel has been like a night & day transformation, but that said, I've done it with other changes.
The best RV cam for a 383 is roughly the same grind as a 383 magnum. One thing that guys make a huge mistake on is porting heads...that definitely raises HP but at the expense of low end power.
Better heads, better cam, better exhaust & 4 barrel & I'll unplug 2 of my sparkplug wires & hook my trailer up & still beat you guys to the top of the hill with your ol 2 barrels! :)
