I remember talking to a family friend many years ago, about the rear axle shaft in an older vehicle he owned. The seal surface had gone bad, and he had it coated with a plasma spray coating. I believe this is basically a spray coating of superheated metal that slightly penetrates and adheres to the surface of the part onto which it's being sprayed. The spray is often (or maybe always) composed of an alloy that cools to a very hard finish, and can be machined to provide a good seal surface. My understanding is that, the spray coating, although very hot, does not adversely affect the heat treatment of the base metal being repaired.

The trouble is, I don't know where you get something like this done. I suggest you call some heat treat shops in your area, if any are nearby. If they don't do this kind of work, they may be able to recommend someone who does. I also don't know if it would be more costly to have this done, or to just buy new (or NOS) axle shafts for your PW.
