Check to see that the ACE port (larger, center hole) of the tip is clear, and not fouled at all. Use a tip cleaner wire set to do this. Also, try a different cutting tip. Although there are a mirad of tip sizes, both cutting and welding, because your welding tip seems to work, I would think the cutting tip should too.

Also, try this: in a well-ventilated area, remove the tip from the mixing body, start the ACE regulator at zero PSI, then open only the ACE valve on the mixing body. There should be no flow at this point. Then, increase the supply pressure to the line from the regulator up to, but not exceeding 15 PSI. You should hear a definite increase in pressure and flow from the mixing body. And, while you're blowing out the gas (again, in a WELL-VENTILATED area) use your finger to block the flow from the mixing body. Verify that the regulator functions as intended, and that the gage reflects the pressure changes, and quickly settles out to the ordered pressure. Release your finger, and verify flow quickly resumes at the ordered pressure. Back the regulator off to zero, and it should decrease in like fashion.
This test should help narrow down the problem.
