The engine has 20 years of sludge in the oil pan and the last thing you want to do is start it with all this crap headed straight into the oiling system. Pull the oil pan and clean it of all debris. You will be able to see whats in the bottom of the pan (bearing metel) and can get a good look the the bearing caps.

You can get an old engine running with all the old plugs points and wires if you get good spark when turning it over. Take the plugs out and clean them, also fogging the cylinders with oil.

Remove the top of the carb and clean out the fuel bowl. Check that the accelerator pump is working and squirting gas into the intake. Don't try using gas from the gas tank, first start with a temporary gas can with good clean gas. You can set it high enough for gravity feed and bypass the fuel pump.
