Air (or vapor) in the filter is normal. You just don't see it unless you have a clear filter.

Bubbles coming into the filter may or may not be normal depending on whether they are air or fuel vapor. Remember, the supply side of the fuel pump is under a slight vacuum which can cause bubbles to form especially in warmer weather.

When there are too many bubbles or vapor, this is when vapor lock occurs. But, the system should be able to handle some bubbling of the fuel, especially on the vacuum side.

The only way to really know if the fuel system is performing properly is to do a pressure and flow test which can be done very easily.
