Stage one, excess oil is routed through the filter, then dumped into the pan.

Stage two, valve opens further and dumps directly into pan. This is the point that large lines and fittings will help divert the maximum volume through the filter.

I suspect that you are correct about the restrictive system, which would prevent a valve that is stuck in stage one from dropping pressure excessively. No help if stuck in stage two. And keep in mind that that system was designed for non-detergent oil. Lots more stuck relief valves in those days. My system is more like modern cars, which can still stick the relief valve, having nothing to do with filter flow. Oh well.
