What you describe below sounds like a problem waiting to happen. Have you removed the horn button on the steering wheel?
There should nonly be one hot wire going to that button. That wire comes from the one of the terminals on the horn itself. The other terminal on the horn gets power from the relay or amp meter or? The horn button completes the circuit when grounded. I would replace any bad wires, or eliminate any duplicate wires, and, like Tom says, disconnect the battery until you feel good about everything.
