You're probably going to have to at least put a kit in the MC and all the wheel cylinders, unless the previous owner really did do it. If you think the rest of it might be good, just cap off the disconnected front line, fill and bleed the system and see what you've got. In the old days a lot of civilian trucks and buses didn't even have front brakes, so you'll be safe to drive it around the yard with one front brake capped off. I know you're eager to get her running, so if I was you and I could get any brake action at all just by filling and bleeding, I'd call that good enough for now and go on to getting the engine running and driving it around the yard.
