Instruction plates....painted over

My 1951 B3PW glove box instruction plates were painted over with flat oil-based paint by previous owner. WTF?, right!

Anyway, I would like to try to remove the paint without ruining the instruction plates, but I have serious doubts it can be done. Does anyone here know how the original plates were coated? Anyone have this problem with a solution?

At this point, I will probably just get aftermarket replacements.
