Gas Gauge Help

Working on 1940 White Scout Car. Gas gauge was working fine. Customer was driving and then he noticed that the gauge was stuck on full. Only after turn key off did the gauge go to E. SO I pulled the wire off the sending unit and the gauge went to E. I have battery voltage at one wire and good ground. Got a new sending unit and it does the same thing? Any Ideas. Thanks Bill.
