Replacing a fuel pump on a rebuilt engine is the same as changing the points or the rotor. If you go with the old parts...they could reach the end of their life tomorrow & so you still have an unpredictable piece of equipment.
That said, new rebuilt parts aren't always trouble free.
Your best bet...contact the person that supplied it for you & let them fix it & also that gives them feedback on the parts they're using so they can try to resolve the future issues.
Going electric is just a whole nother bunch of unpredictable issues. The 230 mechanical fuel pump is about the simplest, most reliable device on the planet. It's a simple diaphragm with 2 valves inside...if the diaphragm isn't ripped & the rubber flapper in the valves isn't stuck...it'll work. That's why they've been used for about 80 years & that's why even today they're used in many applications. If you go electric...be sure to mount a back-up electric pump...then mount yourself a back-up for the back-up :)
