Looks like a father and son inspection team looking for chains to inspect.
First time dad and son sit on and use the tailgate without the chains the tailgate bolts drop out, it will hit the nonstock bumper and ruin the $10,000 paintjob, hope they have chaps on so they dont get pavement rash when they hit the gravel.
