It looks to me like a nice truck. I would offer a little personal experience in buying and selling 4 or 5 of these trucks. Starting and running is a definite plus. Listen to the engine for signs of rod knock. Are you skilled or inclined toward mechanical work? If so, the brakes should be just a matter of parts and likely turning the drums. If the drums are too far to turn, then it's big money. If you have to have someone else do the brakes, expect from $1500 to $2500 or more, depending on the condition of the drums.
Rust in the corner of the cab is another matter. Are you able to do the fix? Can be costly to have it done.
The plow looks like hydraulic angle, should be worth around $1500-$2000 if no cylinder or pump work is necessary.
It looks like it has lockout hubs. If so, that's good.
I would base what I paid for it by how much you are able to take care of yourself.
You might try offering $1000 or so less.
