I repaired a larger hole than you describe in a boat fuel tank with JB Weld. I carefully sanded to bare metal and spread the material over the hole and about 1" radius. This was 15 years ago and it's never leaked. Since your holes are on top, it would probably work. Put some rubber strips between the straps and the tank.
