My dad had it done to the 292 in his dad's Chevy pickup when he inherited it. He took it to a shop to have it done. Not sure why they didn't weld it. Crack was pretty easy to get to in the middle of a large flat area under the manifolds. On that engine the manifolds are on the drivers side, push rod covers on the passenger side. 30 years later I'm still driving it and it hasn't cracked any further. I see a tiny amount of water deposits around the stitching as if there's some small seepage that evaporates but I've never actually seen water leaking out.

Seems to me it would be very tricky to drill half way into the bolts and half way into the cast iron, as the softer cast iron will tend to draw the bit into it. You'd definitely want to use soft grade 2 bolts.
