W500 fuel pump qustion?

In the process of trying to crank a dormant W500 w 318 noticed an electric fuel pump mounted on the frame rail in addition to the mechanical fuel pump. Is this a factory installation or otherwise.Electric Pump is inop but mechanical pump seems to work fine.
