Not sure about this particular model master cylinder, but many have a very small hole from the bottom of the reservoir into the cylinder.
If this hole is clogged, the master cylinder will hold pressure like you describe. Once the hole is clogged, it is pretty difficult to see.
Like the others said, check that the push rod is not too long. It should have a little play so that it allows the piston to return fully and uncover the little hole.
I've experienced both problems.
