I've seen them that way a lot. I wouldn't call it "shiny", just "unrusted". It's probably because the core plugs are galvanized sheet metal and the block is painted cast iron. Looking at the crankcase breather, oil filter housing, and spark plug wire guides, your truck has probably been exposed to salt air. All of those parts are typically painted bare steel, whereas the core plugs are at least a little bit galvanized. I wouldn't make too much of it.
