If you happen to have one anyway or can borrow one for free, a medium-sized pressure washer with a straight (non-fan) tip will blast most of congealed grease, dirt, loose rust and loose paint off pretty quickly. Do it well away from anything you care about and wear grubby clothes on a hot day. Don't blast the seals on gearboxes or anything else that's rubber.
