Budd inner lug nuts?

It sounds like you're describing ordinary Budd inner lug nuts for use with duallies. They're standard for all sizes of Budd wheels. You get a special lug nut with a larger ID but the same OD as the regular nut to hold the outside wheel on. You could use them to put duallies on the front of an M37, but I can't imagine why you'd want to. There's no reason you couldn't use the dually inner Budd lug nut/stud to hold a single Budd wheel on in a pinch. They're all still widely available at well-stocked parts stores, truck tire shops, etc. I have a lot of lefties, which I think are still on abay, but no righties.
