Washingto has some tougher laws which is just fine with me. I do not understand states that do not require titles. That is just ripe for phony and irregular vehicle sales.

When you bring a car into Washington it must be inspected by the State Troopers. It is not a safety inspection. They look at all of the stamped serial numbers on a vehicle. They better match. THey also run a check to see if the vehicle has been reported stolen. Occasionally, you will see in the papers where they recovered a car that was stolen 30 years prior and will contact the owner who had it stolen. The most recent was a nice little Mustang that was stolen down south in the 60's. The owner was shocked and glad to get it back. The "owner" who had it inspected is out of luck and out the value of the vehicle. The vehicle is seized at the inspection site if it was stolen.

That is the way it should be.

If you cannot produce the title you can request one from the state or go through a process similar to the one that Greg in Montana described below.
