Hey Jerry, had a similar experience with '59 D200 tailights, had power to all the right wires, but every time I put a bulb in they would do the alternating blink thing. after 45 minutes I figured out my test light was hooked to the frame and not the bed. Even with 8 bolts going from the frame to the bed, still did not make adequate ground.
