Don't feel bad some Public servants are just jerks and only look out for there own kind. The adjective "public" modifies the noun servant the same way as for Public restrooms, transportation and schools to serve as a warning that they are filthy and full of junkies and other miscreants. It would be nice to intervene for the old guy.
