Hard for me to tell what you have there. Rust is bad! My son lived in Tennessee and said out there "rust free" means you can't see thru it. In Idaho rust free has a different meaning, well, it IS rust free.
Is your frame stripped down from the body and running gear? I think it depends on what you are doing. Sand blasting? painting? I would never go for any of those mirical coatings that claim to turn rust into something else. It needs to be removed to bright metal and two part epoxy primed and painted with poly paint.
I have done a bunch of frame restoration on several types of vehicles over the years and it needs to be done right. It is the frame after all.
