speedometer cable frustration

I purchased a Pioneer CA3016 spedo cable as indicated in the PIF. My problem is after struggling to get it on behind the parking brake drum- i find that the cable does not turn when the vehicle is in motion- I have the cable off the back of the speedometer and could see that the square tip does not turn. Could I have the transfer case end in wrong? I hate to have to unscrew it and try again.

Any ideas appreciated.
