Hello Drew, The problem you describe is not unusual. I have experienced it my self. To get the metal column jacket off you must remove the steering wheel. This is the hardest part of the task upon which you are imbarking. First remove horn button assembly by pressing down and turning couinter clockwise. The hub of the steering wheel is held on to a hollow pipe or tube by a nut on a tapered end of the tube, with a woodruff key (also known as a half-moon key). Removing the steering wheel is difficult as it has been installed for many years and is almost always on very tight. It is very easy to damage the steering wheel and or the threads and the nut that hold it all together. If you can find someone who has special tools to pull the wheel it would be really good. When you get the wheel and column jacket off, take the jacket to an experienced welder and have it TIG welded. This process is strong and adds less filler metal than some other methods.
