towing motor question

contemplating engine /tranny for use in tow rig. truck running 5.83/8.11 two speed rear, and 8.25x20 or 9.00x20 tires.

i,m thinking a small block( 360??) and an OD tranny would get reasonable highway speed, but question the available power to motivate up to 20,000lb. Seems to be a glut of 454 C***y motors available, and auto OD trannys available, but i think in some states it is a felony to put a C***y motor in a Dodge , and i do not much like auto trannys..

any thoughts?
