Well, I finally found out what I was looking for - a place on the net where I could actually see the codes on vehicles. After writing to the governor, I was finally sent an e-mail regarding where I might find the information from the Vehicle Inspection Field Operations lady. The sight has all the codes for vehicles, and etc. right down to the official inspection checklist...and wow is alot of that stuff Crap! Anyway, here's the instructions:

go to www.pacode.com. Click Browse, then select 67 Transportation. Click on Chapter 175, Behicle Equipment and Inspenction, then Subchapter E, Passaenger Cars and Light Trucks. This subchapter has PA's regulations relating to vehicle systems and components. Section 175.80 contains the criteria inspection stations use to perform their stuff.
