Why 7.5x16 w/4:89 as opposed to 9.00x16 w/5:83

Was the 4:89's used because of the 7:50x16's ? It would seem so as the truck would need the higher gears to offset the drawback (higher rpms at a given speed) of the smaller tires.
What would the 4th gear RPM's be with 4:89's and 7:50x16 tires at 45mph as opposed to the 5:83's and 9:00x16 tires ?
