You didn't say what kind of truck, but if it is like a B1 6 volt system the gauge moves when resistance to ground changes. If I remember correctly the range is 10 to 90 ohms. Head over to Radio Shack and pickup 2 1/4 watt resistors, one 10 ohm, one 90 or 100 ohms. Connect them one at at time in to the gauge terminal and ground. One should show the tank full, the other tank empty. It these work then sender is bad. If the needle pegs to full with either one the gauge needs to be repaired. Instrument Sevices in IL did mine or try United Speedo in CA.
