I always thought they were as good as Snap-On, without the markup for the tool guy driving around in his tool truck. I have only bought a few Proto tools, but they've always been top quality.

A lot of tool and gun companies seem to be licensing their name and logo to various unrelated products these days. You can buy "Browning" boot grease and "Remington" dog crates, ferchrissakes. So, I wouldn't worry too much about some made-in-China "Snap-on" pallet racking, just so long as the hand tools are still top quality. On the other hand, I watched the "Craftsman" brand go downhill into the dirt, so if a bunch of those wet-behind-the-ears Harvard Business School MBAs got hold of Snap-on, they could definitely run it into the ground too (and have it pay them generously for the privilege).
